Background: 

The development of an information based society and and the incorporation of ICT into every day social and economic activity are contingent on the availability of physical - telecommunications infrastructure.  Once the proper structure is in place ICT can be a tool for participating in global markets, promoting political accountability and enhancing local development opportunities.
