Design of Project:
The projects consist of a fully digital passport issuing system which is being configured to capture personal data, including digital images of applicants, based on international Civil Aviation Organisation's (ICAO) current standards. In addition a passport scanning initiative involves the installation of passport readers at the ports of entry so that these may be used with machine-readable passports. Project Importance:
Apart from facilitating the main entry of passports on a central database it also provides the missions with a wealth of information on nationals within their jurisdictions. This enhances our ability to remain in contact with our overseas nationals and to keep them informed of developments in Barbados. Anticipated Outcomes:
As the system continues to develop, the Ministry, in partnership with the Immigration Department, will be able to incorporate other processes such as applications for citizenship, visas and the like. References:

Online Billing at the Land RegistryThe Land Registry online billing facility (Platypus) will enable the department to charge for virtually any type of data and in a variety of billing methods, including time periods, usage, day, bandwidth and even prepaid “blocks”. ICT Focus Areas:

Background:
The Land Registry functions as the repository for all transactions relating to land in Barbados and facilitates access to these transactions through a rapid, secure and efficient information system. The services provided by the Land Registry include searching by the legal fraternity and their staff as well as the general public. There is also the provision of certified copies of digitally stored documents. The objective of this project is to make the Land Registry e-business enabled as a part of its strategy to increase its efficiency, reducing delays at the same time position the department in the forefront of modern developments. Anticipated Outcomes:
The Platypus on-line billing application will also be capable of automatically sending invoices for charges incurred, as well as permit the creation of notices required to be sent to customers based on characteristics that include soon to expire services and funds declined notices to name a few. An Electronic Land Register will also be soon in place. This application permits an adjudication record to be created and automatic creation of the Land Register. Alignment with National Strategies:
The Land Registry's chief focus over the last few years has been preparing the way for making the department e-business enabled as part of its efficiency, reducing delays and at the same time positioning the department into the forefront of modern developments. To this end the online billing of local and international customers for services provided to them has been introduced by the Land Registry. References:

The Barbados Integrated Portal ProjectAn Internet Portal is being developed that will be an electronic gateway to the government's information and services. Background:
The Barbados Integrated Portal Project is an initiative by the Data Processing Department to provide a new electronic gateway to the services, information and knowledge contained in the public sector. The Government portal, which is one of the key pillars of electronic government, will now be implemented in phases. A pilot phase has been implemented primarily to demonstrate the concept, to evaluate the benefits and functionality of a portal. On completion, the portal will enhance Government’s operations making it more effective and efficient while providing the public easier access to its services 24 hours a day. Keywords:

Project Importance:
The Barbados Integrated Government portal will focus on a more integrated approach to the implementation and use of information and communication technologies within Government. In this regard, the portal will serve as a single access point whereby Government employees, and the general public, can gain access to Government services and resources that have been (or will be) implemented using information and communication technologies. This includes the provision of access to existing ICT applications for example by providing highly secure online access to permissible services of the Land Tax and Land Registry departments for payment of land taxes and searching of land registry records respectively; or ensuring secure access by Government employees to their own individual personalised information such as their career history or leave status. Background:
In 1981 UNCTAD received a request from the secretariat of the Economic Community of Western African States (ECOWAS) to assist in the compilation of foreign trade statistics in their member States. After an initial evaluation it became quickly apparent that this would require the involvement of Customs clearance offices, and the modernization of Customs clearance procedures, to achieve quality results. Taking advantage of advances in computer technology (the Personal Computer had at that time matured to be seriously considered as a business tool) UNCTAD proposed to develop a Customs software system which would be modular, adaptable and configurable so that it could be used in difficult environments requiring only a small number of trained maintenance staff. This proposal was received with a lot of skepticism considering that many countries used mainframes system with on-site specialized computer engineers to support them. Despite that UNCTAD succeeded with the assistance of some member States to develop such a system, which is now commonly known under its name ASYCUDA. Keywords:

Anticipated Outcomes:
The ASYCUDA programme is directed at reforming the customs clearance process. It aims at speeding up customs clearance through the introduction of computerization and simplification of procedures and thus minimizing administrative costs to the business community and the economies of countries. It also aims at increasing customs revenue, which is often the major contributor to national budgets in most countries, by ensuring that all goods are declared, that duty/tax calculations are correct and that duty/exemptions, preference regimes, etc. are correctly applied and managed. Furthermore, it aims at producing reliable and timely trade and fiscal statistics to assist in the economic planning process as a by-product of the customs clearance process. An important objective of ASYCUDA projects is to implement the systems as efficiently as possible with a full transfer of know-how to national customs administrations at the lowest possible cost for countries and donors. The members of the Task Force were appointed for a period of two years in an effort to promote continuity and to ensure that there is a continued work commitment and relevant advice and assistance provided to Government.
