Provides a framework and general guidelines for CARICOM governments to develop their connectivity agendas. It defines a three process step: 1. Strategies policies and plans to develop connectivity, 2 establishment of appropriate legal and regulatory framework for development and utilization of infrastructure and applications such as E government and  E-Commerce.

Background: 

The CARICOM connectivity agenda was borne out of the reality that within the global context ICTs have become pivotal to social and economic development.  The CARICOM connectivity agenda is a guide to developing policies and programmes for unlocking the enormous benefits of ICTs in the interest of the Comunity.

The programme aims at: promoting investment, human resource development, creation of jobs, enhanced productivity, extensive and modernized public services, universal opportunity to participate in global information systems.
