Project Importance:
C@ribNET is intended to suppoort the Caribbean integration process by providing an enabling environment through connectivity, in support of the Caribbean Single Market and Economy (CSME) and strengthen functional cooperation among Caribbean member states. The aim of C@ribNET is to bridge the digital divide in the region and achieve social cohesion of Caribbean people through digital inclusion. Anticipated Outcomes:
C@ribNET is conceptualised as a research and education network linking Caribbean tertiary level institutions (TLIs), research institutes and sundry civil institutions engaged in knowledge formation. It is envisioned as a vehicle that allows citizens, communities, governments, public officials, entrepreneurs and students to communicate, collaborate, form partnerships and harmonise activities across the region. It will provide all people of the region with access to information about our social, cultural and environmental conditions creating the opportunity for this knowledge to be converted into imaginative decisions about our collective future. Risk Assessment:
Capacity building in Members State was an important pre-requisite to launching the Network in all targeted countries. In addition, he said that for CKLN to move ahead, it would have to be ratified as an Inter-Governmental Agency. CKLN was established as a Foundation registered in Grenada under the oversight of CARICOM. Heads of Government had since mandated the CARICOM Secretariat to establish the CKLN as an Inter-Governmental Agency, replacing the CKLN Foundation. Also installation of the technological elements for C@ribNET could only commence when at least seven Member States ratify the Agreement to establish CKLN and that the installation of equipment could only occur in countries that had ratified the Agreement. Alignment with National Strategies:
Governments of the Caribbean are in full agreement that the economic prosperity of the Caribbean Region depends on our ability to significantly improve the global competitiveness of countries in the region; and to achieve this, we must upgrade and diversify the skills and knowledge of our human resource through greater collaboration and connectivity. CKLN and C@ribNET, give full expression and directly support this strategic objective of the leadership of the Caribbean Region. References:
